A majority of Texans said they <\/span><a href=\"https:\/\/www.keranews.org\/texas-news\/2024-09-18\/new-poll-shows-majority-of-texans-have-skipped-or-postponed-some-form-of-medical-care-due-to-costs\"><span style=\"font-weight: 400\">put off medical treatment<\/span><\/a><span style=\"font-weight: 400\"> because they couldn&#8217;t afford it. And the state leads the nation in <\/span><a href=\"https:\/\/www.torchnet.org\/advocacy--rural-hospital-closure.html\"><span style=\"font-weight: 400\">rural hospital closures<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The good news? <\/span><span style=\"font-weight: 400\">Citizens across the political spectrum agree on practical solutions<\/span><span style=\"font-weight: 400\">. <\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">We\u2019ve outlined five of these policies below.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>1. 92% of Texans Want More Transparency from Medical Providers<\/b><\/h3>\n<p><span style=\"font-weight: 400\">One in three Texans have <\/span><a href=\"https:\/\/texas2036.org\/posts\/texas-works-toward-healthcare-affordability\/#:~:text=1.,Transparency%20&amp;%20Access%20to%20Actionable%20Information&amp;text=Lawmakers%20fully%20funded%20the%20state's,surgery%20centers%20(SB%20331).\"><span style=\"font-weight: 400\">skipped care<\/span><\/a><span style=\"font-weight: 400\"> because they couldn\u2019t find out what it would cost beforehand.<\/span><\/p>\n<p><span style=\"font-weight: 400\">One solution citizens agree on? More transparency.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to <\/span><a href=\"https:\/\/archive.healthcarevaluehub.org\/application\/files\/1717\/1035\/8177\/2024_TX_CHESS_Hospital_Prices_Brief.pdf\"><span style=\"font-weight: 400\">Altarum&#8217;s Consumer Healthcare Experience State Survey<\/span><\/a><span style=\"font-weight: 400\">, 93% of Republicans and 91% of Democrats support requiring up-front cost estimates from hospitals and doctors.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Luckily, politicians from both sides of the aisle are coming together to address the issue. <\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">The bipartisan <\/span><a href=\"https:\/\/legiscan.com\/TX\/supplement\/HB1314\/id\/594489\"><span style=\"font-weight: 400\">Texas House Bill 1314<\/span><\/a><span style=\"font-weight: 400\"> went into effect on September 1. The bill lets patients request a written cost estimate for non-emergency procedures, and if the final bill is more than $400 higher, providers must explain your right to dispute it. But it only works if you know to ask, doesn\u2019t cover emergencies, and doesn\u2019t require providers to post pricing online, making it difficult for patients to compare prices.<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">Nevertheless, the bill is a bipartisan win and a step in the right direction.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>2. 82% of Texans Support Allowing Licensed Counselors from Other States to Provide Mental Healthcare to Texans\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Mental health isn\u2019t separate from health. It\u2019s the foundation. Yet Texas <\/span><a href=\"https:\/\/www.tha.org\/issues\/behavioral-mental-health\/#:~:text=Mental%20health%20concerns%20touch%20everyone,making%20a%20push%20for%20progress.&amp;text=Your%20browser%20can't%20play%20this%20video.&amp;text=An%20error%20occurred.,is%20disabled%20in%20your%20browser.\"><span style=\"font-weight: 400\">ranks near the bottom<\/span><\/a><span style=\"font-weight: 400\"> nationally for access to mental health services. The result? Rising homelessness and untreated trauma that cycles through families and communities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">How can Texans improve their access? Increasing the number of mental health professionals could be a good place to start. Our <\/span><a href=\"https:\/\/buildersmovement.org\/2025\/07\/28\/7-policies-texas-democrats-and-republicans-agree-on\/\"><span style=\"font-weight: 400\">original polling<\/span><\/a><span style=\"font-weight: 400\"> found that 82% of Texas citizens (92% of Democrats and 76% of Republicans) support letting licensed counselors from other states provide mental healthcare here, especially via telehealth.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>3. 91% of Texans Support a <\/b><b>Cap on Out-of-Pocket Costs for Life-Saving Medications<\/b><\/h3>\n<p><b><br \/>\n<\/b><span style=\"font-weight: 400\">According to a <\/span><a href=\"https:\/\/healthcarevaluehub.org\/chess-state-survey\/texas\/2024\/texas-survey-respondents-worried-about-high-drug-costs-support-a-range-of-government-solutions\/\"><span style=\"font-weight: 400\">Consumer Healthcare Experience State Survey<\/span><\/a><span style=\"font-weight: 400\">, 92% of Republicans and 93% of Democrats agree that there should be a cap on how much people pay out of pocket for life-saving medications. That means almost everyone, regardless of politics, thinks no family should have to choose between paying rent and paying for insulin, an inhaler, or cancer treatment.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Right now, those costs can spiral into the thousands each month, even for people with insurance. A cap would give families predictability and peace of mind: you know the medicine you or your child needs won\u2019t suddenly wipe out your savings.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>4. 77% of Texans Support Allowing Pharmacists to Test and Treat for Common Illnesses<\/b><\/h3>\n<p><span style=\"font-weight: 400\">According to our <\/span><a href=\"https:\/\/buildersmovement.org\/2025\/07\/28\/7-policies-texas-democrats-and-republicans-agree-on\/\"><span style=\"font-weight: 400\">original poll<\/span><\/a><span style=\"font-weight: 400\">, most Texas citizens across party lines support letting pharmacists test and treat for simple things like strep throat, the flu, or urinary tract infections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is especially important for rural areas because the nearest doctor or clinic might be an hour away. If your local pharmacy can handle basic tests and treatments, Texans can have more healthcare access and avoid letting small problems turn into emergencies.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Texas lawmakers introduced a bipartisan bill (<\/span><a href=\"https:\/\/legiscan.com\/TX\/bill\/HB3540\/2025\"><span style=\"font-weight: 400\">House Bill 3540<\/span><\/a><span style=\"font-weight: 400\">) to make it happen, but it recently died in committee. Why the pushback? Some strongly believe that doctors should stay in the loop when it comes to diagnosing patients and prescribing drugs\u2014even if the pharmacist is in the driver&#8217;s seat. Others add that this legislation might put too much on pharmacists&#8217; already full plates, leading to burnout or an increased likelihood of mistakes. Given the high-level agreement on this one, we expect it will come back in the next session, perhaps with additional details that both proponents and opponents can agree on.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>5. 73% of Texans Support Medicaid Expansion\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Limiting Medicaid hits rural hospitals hard. <\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">Rural hospitals rely heavily on Medicaid because many of their patients are low-income. When Medicaid funding is cut, those hospitals are forced to treat those patients without compensation, and many can\u2019t afford to stay open.<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">Since 2010, nearly 30 rural hospitals in Texas have closed, and dozens more are on the brink. For rural families, that can mean driving over an hour just to get to an ER. In emergencies, those minutes can be the difference between life and death. A 2021 health policy poll from the <\/span><a href=\"https:\/\/www.episcopalhealth.org\/wp-content\/uploads\/2022\/05\/Texas_Residents_Views_on_Health-Care-Access-Affordability-and-Health-Policy_2021_FINAL_FORMATTED_PUBLIC.pdf\"><span style=\"font-weight: 400\">Episcopal Health Foundation<\/span><\/a><span style=\"font-weight: 400\"> found that nearly half of Texas adults view access to hospitals in rural areas as a top priority.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Citizens from both parties support Medicaid expansion, though\u00a0<\/span><span style=\"font-weight: 400\"><span style=\"margin: 0px;padding: 0px\">Democrats significantly outnumber Republicans. The Texas Politics Project\u2019s recent\u00a0<a href=\"https:\/\/texaspolitics.utexas.edu\/set\/support-or-oppose-expanding-eligibility-medicaid-government-health-insurance-and-long-term-care\" target=\"_blank\" rel=\"noopener\">poll<\/a> shows that\u00a0<\/span>63% of \u201cStrong Republicans\u201d and 91% of \u201cStrong Democrats\u201d support Medicaid expansion.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Instead of full-on expansion, other groups like <\/span><a href=\"https:\/\/texas2036.org\/\"><span style=\"font-weight: 400\">Texas 2036<\/span><\/a><span style=\"font-weight: 400\"> are working to ensure that Texans eligible for Medicaid know they qualify.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Building a Healthier Texas Together<\/b><\/h3>\n<p><span style=\"font-weight: 400\">At the end of the day, healthcare isn\u2019t a partisan talking point. It\u2019s your kid\u2019s asthma inhaler, your neighbor\u2019s cancer treatment, your cousin\u2019s ER bill. It\u2019s about whether Texans can get the care they need without losing everything they\u2019ve worked for.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Fighting while the system breaks down helps no one. It\u2019s on us to push our leaders to actually fix it. Texans have never shied away from hard work.
