The taxes are crucial for funding schools and essential services, but homeowners, renters, and small business owners are finding the burden increasingly impossible to bear.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This November, voters will decide whether <\/span><a href=\"https:\/\/www.texastribune.org\/2025\/06\/04\/texas-legislature-property-tax-cuts-2025\/\"><span style=\"font-weight: 400\">billions more in property tax cuts<\/span><\/a><span style=\"font-weight: 400\"> live or die at the ballot box.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Why Texans Feel the Squeeze<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Texas homeowners now pay some of the <\/span><a href=\"https:\/\/www.fool.com\/research\/property-tax-rates-by-state\/\"><span style=\"font-weight: 400\">highest property tax rates<\/span><\/a><span style=\"font-weight: 400\"> in the country. That\u2019s largely because the state <\/span><a href=\"https:\/\/www.texastaxprotest.com\/blog\/why-are-property-taxes-so-high\/\"><span style=\"font-weight: 400\">has no income tax<\/span><\/a><span style=\"font-weight: 400\">, leaving local governments to shoulder the responsibility of funding schools, fire departments, police, and infrastructure through property taxes. As Texas continues to grow rapidly, that burden has only intensified.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In many parts of the state, <\/span><a href=\"https:\/\/www.ownwell.com\/insight\/texas-assessed-and-market-value-insights\"><span style=\"font-weight: 400\">home appraisals are rising<\/span><\/a><span style=\"font-weight: 400\"> far faster than wages\u2014even as market values start to cool. For families already struggling with mortgage payments, insurance, and utilities, that means tax bills that climb regardless of whether their homes are actually worth more.<\/span><\/p>\n<p><span style=\"font-weight: 400\">School districts take the biggest share of these taxes\u2014roughly half of every property tax dollar. Under the state\u2019s \u201cRobin Hood\u201d recapture system, wealthier districts are required to send excess revenue back to the state to help fund poorer ones. While the intent is to equalize opportunity, it often forces local districts to raise rates to meet their own needs while still complying with state mandates. The result is a feedback loop: higher taxes, more resentment, and continued pressure on both schools and taxpayers.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Why Lawmakers Struggle to Fix It<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Every legislative session brings a new round of promises for relief, but most plans simply <\/span><a href=\"https:\/\/www.texastribune.org\/2025\/04\/10\/texas-property-tax-cuts-budget\/\"><span style=\"font-weight: 400\">shift the burden<\/span><\/a><span style=\"font-weight: 400\"> from one pocket to another.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Consider the massive $51 billion property tax relief passed earlier this year. The average homeowner will save a few grand, but funding has to come from somewhere. The state will dip into its surplus tax dollars to fund schools and services, but once the surplus runs dry, local governments are forced to raise property taxes again to make up the difference. They also compensate for lost revenue with higher sales taxes, fines, or sneaky fees on services like utilities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The debate has created a rift between local governments and the state. Local officials warn that caps on city and county tax growth are already squeezing their ability to provide basic services, while the state blames \u201c<\/span><a href=\"https:\/\/www.texaspolicyresearch.com\/the-texas-legislatures-broken-promises-rising-property-taxes-despite-relief\/\"><span style=\"font-weight: 400\">runaway local spending<\/span><\/a><span style=\"font-weight: 400\">.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Others argue Texas should hold onto its surplus as we stare down an uncertain economic future. The Texas economy remains strong for now, but growth has slowed. Tariff uncertainty, lower levels of immigration, declining oil prices, and federal spending cuts have created new risks. The Federal Reserve Bank of Dallas <\/span><a href=\"https:\/\/www.dallasfed.org\/research\/swe\/2025\/swe2508\"><span style=\"font-weight: 400\">warned<\/span><\/a><span style=\"font-weight: 400\"> in May that the state\u2019s economy could face serious headwinds if these trends continue.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>What\u2019s on the Ballot This November<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Of the $51 billion in tax cuts that passed earlier this year, $44.5 billion will go toward:<\/span><span style=\"font-weight: 400\"><\/p>\n<p><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Paying school districts so they can keep property tax rates lower.<\/span><span style=\"font-weight: 400\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Funding the current $100,000 homestead exemption\u2014a limit on how much of a home\u2019s value can be taxed\u2014which voters already approved in 2023.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Those aren\u2019t new tax breaks. They\u2019re the cost of keeping past cuts alive.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The real action this November comes from roughly $6\u201310 billion in new tax relief measures that require voter approval. Here are the <\/span><a href=\"https:\/\/www.texastribune.org\/2025\/09\/22\/texas-statewide-propositions-november-ballot-election\/\"><span style=\"font-weight: 400\">big ones<\/span><\/a><span style=\"font-weight: 400\">:\u00a0<\/span><\/p>\n<p><b>Proposition 13 <\/b><span style=\"font-weight: 400\">would raise the homestead exemption from $100,000 to $140,000.<\/span><\/p>\n<p><b>Proposition 11<\/b><span style=\"font-weight: 400\"> increases the additional exemption for the elderly and disabled from $10,000 to $60,000.<\/span><\/p>\n<p><b>Proposition 9<\/b><span style=\"font-weight: 400\"> offers small businesses a break by exempting up to $125,000 of tangible personal property (such as equipment or inventory) per location.\u00a0<\/span><\/p>\n<p><b>Proposition 17<\/b><span style=\"font-weight: 400\"> exempts property value increases tied to border security infrastructure built on private land in border counties.<\/span><\/p>\n<p><span style=\"font-weight: 400\">One caveat: Economists <\/span><a href=\"https:\/\/www.fox4news.com\/news\/abbott-sign-10-billion-property-tax-relief-package-law\"><span style=\"font-weight: 400\">say<\/span><\/a><span style=\"font-weight: 400\"> renters likely won\u2019t see much benefit. Landlords may pocket the savings or offset them with maintenance and insurance costs, meaning the relief rarely trickles down.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Locally, Austin voters will also weigh <\/span><a href=\"https:\/\/ballotpedia.org\/Austin,_Texas,_Proposition_Q,_Property_Tax_Increase_Measure_(November_2025)\"><b>Proposition Q<\/b><\/a><span style=\"font-weight: 400\">, a city measure asking for a 20% property tax increase to help close a $33 million budget deficit and maintain city services.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Propositions 13 and 11 have seen broad bipartisan support. The others have proven more divisive.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The Property Tax Paradox<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Here\u2019s the paradox at the heart of all this: Texans hate property taxes but also rely on them to fund nearly everything that makes a community work. Everyone wants lower rates, but no one wants to lose good schools, safe neighborhoods, or smooth roads.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Real reform will require more than tweaking numbers. As long as we keep demanding quick fixes instead of long-term solutions, we\u2019ll keep ending up right back here every election year \u2014 frustrated, divided, and paying more for less.<\/span><\/p>\n<p><span style=\"font-weight: 400\">So the next time a candidate promises \u201clower property taxes,\u201d don\u2019t just nod along. Ask questions like:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How do you plan to replace the funding for our schools and services?\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How do you plan to keep the relief going longer than one election cycle?\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How will you make sure both small towns and big cities get resources fairly?<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Real accountability starts when voters stop settling for easy answers and start demanding honest ones.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The property tax paradox isn\u2019t just a policy problem. It\u2019s an invitation.
