The question isn\u2019t <\/span><i><span style=\"font-weight: 400\">who\u2019s at fault<\/span><\/i><span style=\"font-weight: 400\">, but <\/span><i><span style=\"font-weight: 400\">how do we fix it, together?<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The Reality<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Texas has the <\/span><b>highest uninsured rate in the nation<\/b><span style=\"font-weight: 400\">. Among working-age adults, more than one in five Texans <\/span><a href=\"https:\/\/everytexan.org\/2025\/09\/11\/new-census-data-reflect-rising-challenges-in-texas-on-health-insurance-poverty-and-income-inequality\/\"><span style=\"font-weight: 400\">lacks health coverage<\/span><\/a><span style=\"font-weight: 400\">. Texas children are uninsured at roughly <\/span><a href=\"https:\/\/covertexasnow.org\/posts\/2023\/9\/18\/census-bureau-texas-has-worst-uninsured-rate-in-the-us\"><span style=\"font-weight: 400\">twice the national average<\/span><\/a><span style=\"font-weight: 400\">. And in rural areas, hospitals are shutting their doors faster than anywhere else\u2014Texas leads the nation in <\/span><a href=\"https:\/\/www.apmresearchlab.org\/rural-hospital-closures\"><span style=\"font-weight: 400\">rural hospital closures<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">When people lack insurance, the ripple effects hit everyone. Uninsured Texans are more likely to skip medications, delay check-ups, and face medical debt. And when people without insurance can\u2019t pay their hospital bills, those <\/span><a href=\"https:\/\/texas2036.org\/uninsured\"><span style=\"font-weight: 400\">costs<\/span><\/a><span style=\"font-weight: 400\"> get passed on to everyone else through higher taxes, medical fees, and insurance premiums. When your community has weak health access, that\u2019s not just a personal burden\u2014it affects everyone.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Why So Many Texans Are Uninsured<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Let\u2019s pull back the curtain. There\u2019s no single villain here. It\u2019s more like a clutter of small obstacles blocking the door to coverage.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Premiums and deductibles have <\/span><a href=\"https:\/\/www.businessreport.com\/article\/surging-health-care-costs-forcing-companies-to-balance-benefits-with-growth\"><span style=\"font-weight: 400\">gone up<\/span><\/a><span style=\"font-weight: 400\"> faster than wages, especially for small business and gig-economy workers. Many low-income adults fall into what\u2019s called the \u201c<\/span><a href=\"https:\/\/www.cbpp.org\/sites\/default\/files\/4-3-24health-factsheet-tx.pdf\"><span style=\"font-weight: 400\">coverage gap<\/span><\/a><span style=\"font-weight: 400\">\u201d\u2014too poor for marketplace subsidies, but ineligible for Medicaid. Eligibility rules for adults are also among the strictest in the nation, meaning most non-disabled Texans without children <\/span><a href=\"https:\/\/benefitkarma.com\/learn\/how-to-qualify-for-medicaid-in-texas\"><span style=\"font-weight: 400\">can\u2019t qualify at all<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Workplace coverage adds another layer of difficulty. Many Texans work in small firms, part-time jobs, or industries less likely to offer affordable <\/span><a href=\"https:\/\/texas2036.org\/uninsured\/\"><span style=\"font-weight: 400\">employer health plans<\/span><\/a><span style=\"font-weight: 400\">. So coverage isn\u2019t just about income\u2014it\u2019s also about job structure and access to employer benefits.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Even for those who <\/span><i><span style=\"font-weight: 400\">could<\/span><\/i><span style=\"font-weight: 400\"> get help, the system is notoriously complex. Some eligible Texans <\/span><a href=\"https:\/\/texas2036.org\/posts\/millions-of-texans-can-find-free-or-low-cost-aca-coverage-now\"><span style=\"font-weight: 400\">don\u2019t realize they qualify<\/span><\/a><span style=\"font-weight: 400\"> for low-cost or no-cost coverage. Others face language barriers, digital divides, or get lost in a maze of overlapping programs, deadlines, and confusing rules. It\u2019s like climbing a ladder that keeps moving while you\u2019re on it.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Sometimes, the system simply fails. When the federal pandemic rule protecting Medicaid coverage ended in 2023, Texas began rechecking eligibility for millions of residents\u2014a process known as <\/span><b>\u201c<\/b><a href=\"https:\/\/www.texastribune.org\/2024\/09\/26\/texas-medicaid-unwinding-consequences\/\"><span style=\"font-weight: 400\">Medicaid unwinding<\/span><\/a><b>.\u201d<\/b><span style=\"font-weight: 400\"> The goal was to remove people who no longer qualified, but confusing paperwork, long wait times, and system errors caused many eligible Texans, including children and people with disabilities, to lose coverage by mistake. As a result, hundreds of thousands were left uninsured, often with no warning or clear way to fix it.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And then there\u2019s the rural challenge. People are more likely to get insured when they have a nearby clinic or hospital that helps with enrollment and preventive care. But with many rural hospitals in Texas closing or on the brink, coverage and care become harder for everyone.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The Impact on Real Texans<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Behind every number is a neighbor.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Take <\/span><a href=\"https:\/\/www.texasmonthly.com\/news-politics\/meet-one-of-millions-of-texans-without-health-insurance\/\"><span style=\"font-weight: 400\">Royce Reed<\/span><\/a><span style=\"font-weight: 400\">, a former Houston postal worker living with diabetes. When he lost his job-based health insurance, he also lost access to the care that kept his condition under control. He was only permitted a hospital bed after a small foot ulcer had spiraled into a severe infection requiring repeated surgeries and months-long hospital stays.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Or take <\/span><a href=\"https:\/\/www.texastribune.org\/2023\/07\/28\/texas-medicaid-children-disabled\/\"><span style=\"font-weight: 400\">Amelia Whites<\/span><\/a><span style=\"font-weight: 400\">, who has six heart defects, cerebral palsy, and autism. She was only three years old when she suddenly lost the coverage that kept her alive\u2014all because of a bureaucratic error during Texas\u2019s \u201cunwinding\u201d process. This forced her family to rely on donations just to keep her stable.<\/span><\/p>\n<p><span style=\"font-weight: 400\">These horrific stories show how easily a gap in coverage can turn a manageable condition into a medical crisis.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>An Invitation to Build<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Here\u2019s the hopeful part: this isn\u2019t a force of nature\u2014it\u2019s the product of policy choices, and that means it\u2019s fixable. Lowering the uninsured rate doesn\u2019t have to be partisan. It\u2019s about protecting the people and places that make Texas work<\/span><span style=\"font-weight: 400\">, from the mail carrier with diabetes to the child with heart defects.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The fix starts not in Washington, but by asking curious questions right here in Texas: What would a uniquely Texan approach to healthcare look like? How can we make care affordable without sacrificing independence? Where can business, government, and local leaders partner rather than compete?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">This isn\u2019t about left or right.
